Ellicott City Man Charged In The Sexual Abuse Of A Minor

Suspect held without bond on charges of second-degree rape, sexual abuse of a minor and second-degree assault.

Ellicott City, MD – Howard County police have charged an Ellicott City man in the sexual abuse of a teen. James Alan Soltysiak, 56, is held without bond at the Howard County Detention Center on charges of second-degree rape, sexual abuse of a minor and second-degree assault.

Soltysiak has been a boy scout leader at Our Lady of Perpetual Help in Ellicott City for the past five years, however the abuse was unrelated to his role there. Police are releasing this information due to his proximity to minors, and while there is currently no indication there are additional victims, encourage anyone who has information otherwise to come forward.

The victim in this case disclosed the abuse, which began in May, to a trusted adult in mid-October. The adult contacted police and detectives launched an investigation which led to Soltysiak’s arrest last week.
