The vehicle driven by the suspect was reportedly travelling 72 MPH in a 40 MPH zone when it struck the victim.
Gaithersburg, MD – The Montgomery County Department of Police has arrested 22-year-old Kevin Antonio Flores of Gaithersburg, on charges of criminally negligent manslaughter by vehicle. The charges stem from a fatal collision that occurred on Saturday, August 30, 2023, on Frederick Road at the intersection of Gunners Branch Road, where 30-year-old David Glenn Jenkins, of Germantown, was killed.
At approximately 9:49 p.m., Saturday, August 30, 2023, officers and Montgomery County Fire Rescue personnel responded to a collision involving an Acura RSX driven by Flores, a Honda Civic, a Toyota Camry, and a Free Agent Telum bicycle driven by Jenkins.
The investigation revealed that Flores was traveling southbound on Frederick Road at a high rate of speed when he struck Jenkins, who was crossing a crosswalk westbound towards Gunners Branch Road. Jenkins was then struck by the Honda Civic and Acura RSX who were in the same lane behind Flores.
Jenkins was pronounced dead on the scene.
The investigation by the Collision Reconstruction Unit determined that Flores was traveling around 72 mph in a 40-mph-zone when he struck Jenkins. The second and third collisions were deemed to be unavoidable.
Flores has been released from the Montgomery County Central Processing Unit on a $20,000 unsecured personal bond.
