Monrovia Man Indicted By Frederick County Grand Jury For Child Pornography Offenses

He’s one of 12 indicted by the panel on Friday.

Frederick, Md (KM) The Frederick County Grand Jury returned 12 indictments on Friday. One was against Joseph Muir Osborne, Sr. , 68, of Monrovia who is charged with 47 counts of promotion and distribution of child pornography, and 13 counts of possession of child pornography for offenses which occurred between July 23rd, 2023 to July 24th, 2024.

He was arrested in July, 2024 at his home on a warrant from Fairfax County, Virginia Police for child exploitation offenses. The Sheriff’s Office says Osborne was also charged in Frederick County with 24 counts of possession and distribution of child pornography. .

The Grand Jury also returned these other indictments:

*Alec Gavin Draper, 23, of Thurmont, who is charged with five counts of promotion and distribution of child pornography, and five counts of possession of child pornography for offenses which occurred on  November 1st, 2022, March 31st , 2024 and May 30th, 2024.

*Ameen Abdrabbo, 29, of Eau Claire, Wisconsin, who is charged two counts  of solicitation of a minor, three counts of possession of child pornography, and another child pornography offense for offenses  which occurred between October 20th, 2021 and  January 24th, 2022.

* Willmundo James Marchany, 20, of Frederick, who is charged with 2nd-degree sex abuse of a minor by a custodian for offenses which occurred between April 1st, 2024 and  May 31st, 2024.

*Superseding indictment: Magloire Lavodrama, 26, of Frederick, who is charged with 2nd degree rape, 3rd degree sex offense, 4th degree sex offense with contact and 2nd-degree assault for an offense which occurred on October 1st, 2023.

*Alquez T. Pierce, 23, of Frederick who is charged with 1st degree assault, 2nd degree assault and reckless endangerment for an offense which occurred on July 6th, 2024.

*Mark John Buckley, 37, of Frederick, who is charged with 1st degree assault, 2nd degree assault and reckless endangerment for an offense which occurred on July 14th, 2024.

*Christopher John Almaraz, 42, of Frederick who is charged with 1st degree assault, two counts of 2nd degree assault, theft less than $100; influencing a witness for a felony offense; obstructing justice; influencing a witness; and 18 counts of violating pre-trial conditions, for a crime of violence for offenses which occurred between August 1st, 2024 and  August 7th, 2024.

*Russell Vanderbilt Matthews, 37, of Sabillasville, who is charged with possession of a firearm with a violent felony conviction; knowingly altering the I.D of a firearm; illegal possession of a regulated firearm; and illegal possession of ammunition, for an offense which occurred on June 25th, 2024.

*Joseph Clifton Ford, 55 of Frederick,  who is charged with 1st degree assault, two counts of 2nd degree assault; reckless endangerment,; use of a firearm in a violent felony;  possession of a firearm with a violent felony crime conviction; possession of firearms; possession of a firearm  without a serial number; illegal possession of a regulated firearm; illegal possession of ammunition; having a loaded handgun in a vehicle; and having a handgun in a vehicle for an offense which occurred on July 29th, 2024.

*Mohmammed Sanusi Maigari, 21, of Frederick,  who is charged with two counts of 2nd degree rape, 3rd degree sex offense for an offense which occurred on May 23rd, 2024.

*Enow Nsemanyu, 44, of New Market,  who is charged with sex abuse of a minor and 3rd degree sex offense for  offenses which occurred between March 28th, 2024 and May 31s, 2024.

These indictments move these cases to the Circuit Court where trial dates will be scheduled.

The Frederick County State’s Attorney’s Office says indictments are charging documents alleging criminal conduct and all defendants innocent until proven guilty.;
