Frederick County Grand Jury Returns Eight Indictments

One is a student who is charged with stabbing another at Linganore High.

Frederick Md (KM) Eight indictments were returned on Friday by the Frederick County Grand Jury.

The panel charged Zain Mahmood, 17, of Frederick, with 1st-degree assault, 2nd-degree assault, reckless endangerment, disturbing school operations and having a deadly weapon on school property.

Mahmood was arrested on Wednesday, January 22nd following an incident at Tuscarora High School. The Sheriff’s Office says it was initially reported as a fight between two students, but further investigation determined Mahmood allegedly slashed and stabbed a victim with a sharp or bladed object during a fight.. The victim was a 16-year-old student who was transported by medics to a local hospital with non-life threatening injuries.

Also indicted was Gerome Alexander Quigley, 41, of Frederick. He is charged with two counts each of attempted 1st-degree murder, and attempted  2nd-degree murder, 1st-degree assault, 2nd-degree assault, reckless endangerment from a motor vehicle, and firearms use in a felony or violent crime. The Grand Jury also charged him with drug possession with firearms; illegal possession of a regulated firearm; magazine use of ten rounds or more; having a loaded firearm on his person; having a loaded handgun in a vehicle; having a handgun in a vehicle; illegal possession of ammunition; driving under the influence of alcohol; driving while impaired by alcohol; driving under the influence of alcohol; driving while impaired  by alcohol; driving while impaired by alcohol and drugs; reckless driving, negligent driving; failing to obey a traffic control device; failing to drive right of center; failing to obey designated lane directions; driving without tires in operating condition; and failure to reduce speed on a curb;

Maryland State Police at the Frederick Barrack say they received a call early Friday, January 10th, for an active shooting along Route 340 near Jefferson. The occupants of a red GMC Yukon said they were being chased by the driver of gray Volkswagen. That person was shooting at them as he was driving.

Troopers responding to the scene found Quigley outside of his vehicle which became stuck in the snow on the highway median. The two persons in the GMC were not hurt..

The other indictments handed down by the Grand Jury on Friday:

*Modesto Alcon-Perez, 43, of Frederick, Md. who is charged with 1st-degree assault, 2nd-degree assault, reckless endangerment, intoxicated endangerment and violating pre-trial conditions for an offense which occurred between January 11th, 2025 to January 12th, 2025.

*Andy Estiven Chicas-Hernandez, 18, of Thurmont, Md, who is charged with 2nd-degree assault, and 2nd-degree child abuse for an offense which occurred on January 5th, 2025.

*Lee Johnson III, 42, of Houston, Texas, who is charged with robbery, conspiracy to commit robbery, theft between $25,000 to $100,000, conspiracy to commit theft between $25,000 and $100,000, and 2nd-degree assault for an offense which occurred on October 22nd, 2024.

*David Timothy Tucker, 52, of Frederick, Md.,  who is charged with 1st-degree assault, 2nd-degree assault, and reckless endangerment for an offense which occurred on January 5th, 2025.

*Brandon Austin Monnier, 32, of Hagerstown, Md who is charged with 1st-degree assault, 2nd-degree assault, 3rd-degree burglary, 4th-degree burglary of a dwelling, malicious destruction of property, home invasion and 2nd-degree assault for an offense which occurred on January 10th, 2025

*Shade Yarrow Bridges, 17, of Frederick, Md. who is charged with attempted armed carjacking, attempted carjacking, armed robbery, robbery, four counts of 2nd-degree assault, wearing and carrying a dangerous weapon with intent to injure, unlawful taking of a motor vehicle, attempted unlawful taking of a motor vehicle, attempted theft between $1500 to $25,000,, theft between $25,000 and $100,000, four counts of reckless endangerment, and exceeding the maximum posted speed limit for an offense which occurred on January 20th, 2025.

These indictments move these cases to the Circuit Court where trial dates will be scheduled.

The Frederick County State’s Attorney’s Office says indictments are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.
