He was arrested Wednesday evening.
A Frederick man is charged with weapons and drug offenses. Shaquan Kasha Lipscomb, 20, was arrested Wednesday evening in Frederick.
Police say officers with the Directed Patrol Team were in the area of Carroll Creek Way at around 6:11 PM when they saw three individuals acting suspicious behind a building in the 200 block of East Patrick Street. Because they were in an area with a “No Trespassing” sign, the three were arrested.
Upon searching Lipscomb’s person, authorities found two vials of PCP, a quantity of synthetic cannabinoid and some brass knuckles. He was charged with trespassing, possession of drugs (not marijuana), carrying a dangerous weapon and possession of synthetic cannabinoid.
Lipscomb was taken to the Adult Detention Center for processing. The other two individuals were cited accordingly and released from the scene.
