Angell will retire November 30, 2017.
Frederick, MD. After 12 ½ years with the Sheriff’s Office and a total of 27 years of combined service in Frederick County Law Enforcement, Sergeant Troy Angell, Supervisor of the Training Services Section will retire from the Frederick County Sheriff’s Office, on November 30, 2017.
Sgt. Angell is a native of Frederick County and was raised in Thurmont, MD. He is a graduate of Catoctin High School, and Mt. St. Mary’s College where he received his Bachelor of Science Degree in Business & Finance in 1990, according to a press release issued by the Frederick County Sheriff’s Office.
The release also said that Sgt. Angell began his public safety career as a Campus Security Officer at Mt. Saint Mary’s College in 1990. In 1993, he transitioned to the Frederick County Sheriff’s Office as a Correctional Officer, successfully completing the entrance level correctional training program at the Maryland Police & Correctional Training Commissions Correctional Academy in Woodstock, MD, as a Distinguished Graduate. During his time at the Frederick County Adult Detention Center, he was one of the original members of the newly created Emergency Response Team.
In 1994, Sgt. Angell accepted a position as a police officer with the Thurmont Police Department. He successfully completed the entry level training program as a member of the 38th Frederick Police Academy and served as the class speaker. In 1996, he became an advisor with the Frederick County Explorer Post #1218. Over his many years of work with the program, Sgt. Angell mentored many young people interested in a career in law enforcement. Many of those explorers went on to pursue public safety careers, with several of them currently serving as co-workers at the Sheriff’s Office today.
At the Thurmont Police Department, Sgt. Angell received awards and made a lasting impact on agency training. In 1998, he received the Governor’s Certificate of Merit for Crime Prevention for his work with youth and crime prevention efforts. Also in 1998, Sgt. Angell received his certification as an academic and firearms instructor through the Maryland Police & Correctional Training Commissions. Using this certification, Sgt. Angell provided agency level training to meet mandated annual training requirements. Previous to this, the Thurmont Police Department had to rely on other agencies to provide this training. By 2001, all required training was delivered by the Department, reducing dependence on other agencies. This practice continued through his departure in 2005. During his career with the Thurmont Police Department, Sgt. Angell was twice promoted. He achieved the rank of Sergeant in 2001 and the rank of Lieutenant and Deputy Chief of the department in 2004.
In 2005, Sgt. Angell accepted a position as a Deputy Sheriff with the Frederick County Sheriff’s Office. He spent nine years working in patrol operations, where he was promoted to the rank of Corporal (Assistant Patrol Team Supervisor) and served as Acting Sergeant (Patrol Team Supervisor) before his promotion to Sergeant. In 2011, Sgt. Angell was awarded the agency’s highest honor for acts of heroism, the Sheriff’s Office Valor Award, after he successfully took a suicidal subject into custody who had shot at him with a firearm.
In 2014, Sgt. Angell was promoted to Sergeant and transferred to Training Services where he has served as the Training Services Supervisor until his retirement. Sgt. Angell is looking forward to his retirement. He plans to spend time with family and pursue recreational interests.
