Police say undercover officers took him into custody after witnessing a drug transaction.
Frederick, Md (KM) Charges of possession of crack cocaine, possession with intent to distribute crack cocaine, and distribution of crack cocaine have been filed against a Frederick man. Richard Thomas Spencer, Jr. 20, was arrested Wednesday night in the 1500 block of West Patrick Street in Frederick.
At around 9:30 PM, police say offices with the Street Crimes Unit observed two individuals arrive at a parking lot in separate vehicles, and saw what they thought was an illegal drug transition. They moved in and detained both individuals.
The two were searched and police say crack cocaine and cash were found..
Spencer was taken to the Adult Detention Center for processing.
