Visability was poor due to rain when the man was hit
Westminster, Md. (DG) – A North Carolina man was hit by a vehicle early Saturday morning in Carroll County.
Maryland State Police are reporting shortly before 4 a.m., Michael Waggy, 39, was walking in the left eastbound lane of Baltimore Boulevard in Westminster.
At that time, Steven Turner, 35, from Taneytown was driving his Hyundai in the same eastbound lane. Visibility was poor due to the rain. Turner was unable to avoid hitting Waggy with his vehicle.
Waggy was taken to the University of Maryland Shock Trauma Center in Baltimore and remains in serious condition.
The roadway was partially closed down for two hours while police conducted their investigation. They are asking any witnesses to call 410-386-3000.
