They would add sexual orientation and gender preference as protected classes. 
Frederick, Md (KM) A public hearing is expected to take place on Tuesday, December 8th on changes to Frederick County’s personnel rules. The measure is sponsored by Councilwoman Jessica Fitzwater, who says the bill would “emphasize the policy’s goals of encouraging a diverse workforce, and removing barriers to recruitment and hiring of qualified individuals.”
The ordinance would add sexual orientation, gender identity and genetic information as protected classes. It would change the wording in the personnel rules from physical and mental handicaps to physical and mental disabilities.
It would also change the timing for when an applicant’s criminal history will be considered when it comes to employment with the county. According to the background material, research shows that questions about a criminal convictions at the beginning of the process unfairly discriminates against those who have already served time for a crime.
It would also change the time for when salary history can be factored into an offer of employment.
