Man Charged With Setting Numerous Fires In Central Maryland Indicted In Frederick County

The Grand Jury returned a total of 12 indictments on Friday.

 

Frederick, Md (KM) It was a busy day on Friday for the Frederick County Grand Jury as 12 indictments were returned.  .  The panel charged David Michael Crawford, 69, of Ellicott City with 1st-degree arson, and two counts of reckless endangerment. “Crawford set fire to a home over Gapland Road in Jefferson. And, of course, as most people are probably already aware,  he’s the former Laurel Police Chief charged with multiple arsons around central Maryland,” says Frederick County State’s Attorney Charlie Smith. That fire occurred April 3rd, 2018.

Grand Jurors also indicted Robert Thomas King, 27, of Frederick for 1st-degree assault, 2nd-degree assault, armed robbery, robbery, theft between $100-$1500 and possessing a dangerous weapon with intent to injure for an incident which occurred on January 17th, 2021. . “This was a first-degree assault that happened over in the Best Western on Prospect Boulevard. He robbed the victim, and then beat him with a blunt object, caused a lot of severe head trauma. So very bad injuries in that particular,” says Smith.

David Lee Mangum, 24, of Frederick, was indicted on child pornography offenses. Smith  says Mangum not only possessed child pornography, but produced and disturbed it. He says police tracked down Mangum after receiving a cybertip from the National Center for Missing and Exploited Children. “Found that there was a sexual relationship between him and a minor female. But in addition to that, he was recording numerous videos, inappropriately obviously, which led to those charges,” he says. The offense  dates are October 12th, and November 22, 2020; and January 28th, 2021.

A supplemental indictment was returned against Vidal Corabo-Quintanilla, 39, of Frederick. The panel charged him with 3rd-degree sex offense. “This was unfortunately a minor, a very young girl where he touched her and other things that were very inappropriate, leading to those charges,” Smith  says. The offense date is January 17th, 2020.

There were numerous drug cases, including one you don’t often see in Frederick County, according to Smith   Derrick Myers, 42, of Berkeley, West Virginia, was indicted by the Grand Jury for distribution, possession, possession of a large amount of methamphetmine, attempted distribution, and possession with intent to distribute meth. “We just don’t see a lot of meth around here, thank goodness. It’s  obviously ravaging the Midwest and the West,” says Smith. “This was controlled purchase of meth to an undercover trooper, and he was indicted on those felony counts related to that.” The indictments were for incidents which occurred on October 15th, 2020 and October 29th, 2020.

Other indictments included:

*Thomas Mason Brashers, 42, of Thurmont, whose charged with distribution of Percocet, neglect of a minor and reckless endangerment for an incident which occurred on January 1st, 2021 .

*Norman Christopher Lowry, 40, of Brunswick, whose charged with sex abuse of a minor, 4th degree sex offense, 2nd-degree assault for incidents which occurred from December 1st , 2019 through October 9th, 2020.

*Elijah Dante Goines, 19, of Frederick, whose charged with possession with intent to distribute more than ten grams of marijuana and cocaine for an incident which occurred on February 4th, 2021.

* Joshua Wayne Fraley, 26, of Hagerstown, whose charged with possession of a large amount and possession with intent to distribute fenatanyl/heroin  mix; possession with intent to distribute fentanyl; possession with intent to distribute heroin; possession with intent to distribute fentanyl; possession of heroin; possession of paraphernalia (plastic pill bags for heroin); following a vehicle too closely; failure to display a license on demand; and traffic offenses for an incident which occurred on February 26th, 2021.

*Benny Glenwood WIndsor, 64, of Frederick, whose charged with two counts of possession of a firearm with a conviction of a crime of violence; two counts of illegal possession of a regulated firearm; two counts of possession of a rifle/shotgun with a felony conviction; possession of a rifle/shotgun with a disqualifying conviction, and one count of illegal possession of ammunition for an offense which occurred on February 19th, 2021.

These two individuals are co-defendants:

*Aaron Deandre Moore, 26, of Goldsboro, North Carolina, whose charged with possession with intent to distribute marijuana, heroin; fentanyl and cocaine; distribution and possession of a fentanyl heroin mix; two counts of possession of a large amount of heroin; two counts of possession of a large amount of fentanyl; possession of 10 grams or more of marijuana; possession of cocaine, heroin,  and fentanyl; illegal possession of a regulated firearm; possession of a firearm used for drug trafficking; distribution of a controlled dangerous substance with a firearm; having a handgun on his person; having a loaded handgun in a vehicle; having a loaded handgun on his person; having a handgun in a vehicle; possession a firearm with a felony conviction; and illegal possession of ammunition for an incident which occurred on February 24th, 2021.

^Star Elizabeth Nugent, 45, of Windber, Pennsylvania, whose charged with possession with intent to distribute marijuana, heroin, fentanyl and cocaine; possession with intent to distribute and distribution of a fentanyl-heroin mix; two counts of possession of a large amount of heroin and fentanyl; possession of 10 grams or more of marijuana; possession of heroin; possession of cocaine; possession of fentanyl; having a loaded handgun in a vehicle; having a handgun in a vehicle; and drug distribution with a firearm for incident which occurred on February 24th, 2021.

These indictments move these case to the Circuit Court, where trial dates will be scheduled. Jury trial are expected to resume on April 26th in Maryland. They had been canceled due to the COVID-19 pandemic.
